Within the Drag and Drop and Contentbox editors you have the ability to reorder the page content when viewed on mobile.
With Drag-drop you can use either the dedicated Mobile Popup window, or the Style Editor to reorder your row or column content.
With the Contentbox editor launching the Section Settings popup - Section blocks with more than one Section Column can be reordered via the Mobile Settings area.
